The Fragrance Group, the Singapore-based property and investment company, have bought the Municipal Buildings from Liverpool City Council and plan to convert them into a four-star hotel and restaurant.
The local authority’s 130,000 sq-ft, Grade II-listed, former administrative headquarters are located on Dale Street in the centre of Liverpool.
The Municipal Buildings had been a home for Liverpool City Council since the 1860s.
A report due to go to the authority’s cabinet on Friday 3 February will recommend approval of the sale.
The Fragrance Group has just acquired the four-star, 180-bedroom Imperial Hotel further up the coast in Blackpool.
